Do you gain skill points retroactively with a boost to intelligence?

If I increase my intelligence from 14 to 16 at level 5 do I get 1 extra skill points or 5? And do I get a new language?

Same question for intelligence augments.

I couldn't find the answer in the CRB.

You get the extra ranks, as far as I can see the text you do not get an extra language.

Page 26 has the text you're looking for, in step 1, last few lines (ignore the erroneous level 4 bump and example).

Permanent Bonuses: Ability bonuses with a duration greater than 1 day actually increase the relevant ability score after 24 hours. Modify all skills and statistics as appropriate. This might cause you to gain skill points, hit points, and other bonuses. These bonuses should be noted separately in case they are removed.

You do! It's under the Leveling Up section in the beginning:

If an ability score increase results in a change to an ability modifier, don’t forget to adjust any statistics that rely on that modifier, such as attack bonuses, saving throws, total skill bonuses, Resolve Points, Stamina Points, and the DCs of class features and Spells. Note that ability score increases are effective retroactively; when your character’s ability score increases, it increases his total number of ability-based statistics—things like Resolve Points, Stamina Points, or skill ranks—as if he had the higher value at previous levels as well.

Just to clarify, the same holds true for Augments? I know that in Pathfinder there was a rule for that kind of thing (thanks BigNorseWolf for the link), but I've found that I keep making assumptions based on how Pathfinder did things and finding out that Starfinder is different (my big one was thrown weapons :P ).

Removable belts and headbands were the cause of the problem that required special rules for permanent vs. temporary increases to ability scores in Pathfinder.

Starfinder has eliminated that problem -- barring the use of a Mnemonic Editor, all increases to ability scores in Starfinder are permanent, so no special rules for temporary ability score increases are currently required in Starfinder for any reason.


Also note that the exact language of a personal upgrade does not actually provide a bonus. It simply increases the chosen ability score by the appropriate amount. Even if temporary and permanent buffs were still present as in Pathfinder, the language used for personal upgrades is different. It's not a bonus. It's a direct increase.
