Concealment and Blind Fight - who rolls it?

I was puzzled to see that Paizo didn't take the opportunity in Starfinder to clear up WHO rolls the concealment check.

In concealment (p.253), "if the attacking creature would hit, the TARGET must roll a 20 or lower on % dice to avoid being hit..."

whereas, under Blind Fight;

"In melee, every time you miss because of concealment, YOU can REROLL your miss chance percentage one time to see if you actually hit."

Sigh - otherwise my first impressions of Starfinder are a very nice attempt at a revamped and updated ruleset of Pathfinder, addressing some important balance issues (haste rebalanced, simplifying combat, etc.)


So the target rolls the original roll, and then the blind-fighter rolls the re-roll. That is a bit clunky, and looks like the most harmless ever candidate for a house rule.
