Though it's actually more restrictive than that, it's only skills from the specific list under Skill Expertise that have one rank in them. Plus Sense Motive.
That's actually a great deal more restrictive, since that's a total of 9 skills and an Envoy can easily have 19 Class Skills at 1st level.

Actually, all skills. There are a total of 20 skills.
Envoy starts with 16 class skills.One from Theme: Bounty Hunter/Priest/Scholar/Spacefarer/Xenoseeker.
Two from Skill Synergy.
This brings it up to 19 class skills.
However, since Humans start with 2 feats you can take Skill Synergy more then once.
20(21*) Class Skills at level 1.

As noted it's one Feat and a proper Theme (say, Xenoseeker) away.
