Which is still better than letting them all grow up to be city destroying threats, right?
The premise was that they were mindless and cannibalistic, and never got to grow up, unless some helpful adventurers pruned down the competition and gave them a chance to rest and grow, eliminating the constant stress of their never ending fight for survival (from each other). They'd never allow each other to grow up, like crabs in a bucket, constantly dragging each other down, without help.
Obviously I could have explained that better. :)

When I was just a baby nerd there was an animated movie called 'Flight of Dragons' based loosely on a book of the same name and The Dragon and the George . It had a pretty strong influence on me at the time. I still own the book. Don't let the stupid DVD cover fool you, it wasn't quite that goofy.
I haven't seen it since then, so far all I know it was terrible, but at the time I thought it was pretty neat.
