What are the rules for Point by is it the same cost as in Pathfinder?
No...
Start with 10 in all
Apply racial bonus of up to +2 in something
Apply theme bonus of up to +1 in something
Then you have 10 points to assign anywhere on a one to one basis
Nothing over 18
Nothing under 8
NO GAIN for reducing something
You CAN reduce a score lower for story reasons, but again, no benefit to other scores.

okay just curious since I was reading the book and wanted to make sure since they have 3 types of point arays.
You can instead use them (with no other bonuses applied you just take the array as your final)
I think that all of those all work out to racial +2 going in one ability and +1 into another ability.

The quick picks give you 13 points. As do all the races + theme.
10+2+1 or 10+2+2(-2)+1. As far as point buy goes, they're equivalent to the standard point buy, they just don't force some incompatible class/race combinations.So you can have a kasatha (or vesk) technomancer or mechanic that isn't immediately behind the 8-ball. (Since you aren't putting 4 of 13 points into stats you don't particularly care about, nor making up a 2 point deficit in your key ability, so really only having 7 points for point buy).
The really nice thing about them you can make anything you want with them, and it's a lot less fiddly for new players or people who just don't want to bother. It's actually a shame it isn't a valid option for SF Society, as its one of the better point buy ideas I've seen.

No, it's 1 for 1 but with a lot of built in restrictions (including only a total of 11 points + racial mods, and no buying down scores for extra points, as well as a cap of 18 including racial mods).
Don't forget that the ability score boosts change how ability scores progress as you level up. It radically changes strategy on buying ability scores.
