The envoy's Well Informed: intel omniscience while in Absalom Station?

General Discussion

Most of us are aware of the envoy's major troubles as a class; I am still positive that a halfling envoy with Longarm Proficiency and Get 'Em at 1st, Clever Feint at 2nd, Weapon Specialization (longarms) at 3rd, Clever Attack at 4th, and Improved Get 'Em is the best possible build for an envoy who wants to kill people and help allies kill people. Nevertheless, I found myself curious about one of the expertise talents:

"Well Informed
"You keep yourself as up to date as possible about the events and major figures of any region you are in. Once you have been in a settlement or region for at least 24 hours, when you attempt a Diplomacy check to gather information, you can forgo your expertise die to attempt the check as a swift action (rather than the normal 24 hours)."

Bear in mind that this does not actually limit you to gathering information about "the events and major figures of any region you are in." Since there are telecommunications and internet networks in this setting, a major settlement such as Absalom Station could very well be home to countless information brokers and other intel sources.

A 3rd-level lashunta envoy could have Diplomacy 3 ranks + Charisma modifier 5 with personal upgrade + class skill bonus 3 + racial bonus 2 + insight bonus 3 from Skill Focus = Diplomacy +16. By taking 10, they hit a DC of 26.

• The DC to gather "obscure or secret knowledge" is 20 or more, so this character is well-off when trying to tackle such a task.
• The DC to gather information on a "prominent or well-known individual" is 5 + character's CR, which means up to CR 11 for this lashunta envoy.
• The DC to gather information on an "average or ordinary individual" is 10 + character's CR, which means up to CR 6 for this lashunta envoy.
• The DC to gather information on a "mysterious or obscure individual" is 15 + character's CR, which means up to CR 1 for this lashunta envoy. They can gather information on the most mysterious or obscure CR 1 space pirate or 1st-level-PC-equivalent NPC.

How useful could this be? Does this lead to intel omniscience while in Absalom Station?

The way I read that ability, it definitely does limit you to gathering information about events and major figures that aren't in whatever region you're in. It says "the events and major figures of any region you're in." When you're in Absalom station, are you in the vast? Or you on Apostae? The ability specifically says the target event or major figures you want to learn about have to be in the same region as you. Since quantum superposition isn't really a thing for individuals in Starfinder, you cannot be in two places at once and therefore can't be on Absalom Station and also on another planet at the same time. When you're on Absalom Station, you can learn all kinds of neat things about the stuff going on in that region with ease, and that's a cool ability, but being on Absalom Station doesn't let you survey knowledge from far-off places with the same aplomb. Simply put, the locals in Absalom Station know far more about the goings-on of Absalom Station than they do Apostae. However, if you manage to get to Apostae and interact with the locals without hostility, you can quickly get an excellent idea of major players and events, which is a really great ability to have in a member of your crew.

It doesn't limit you to learning about events and major figures from your region. That's the first sentence, and it's disconnected from the second- which just alters your ability to make Gather Information checks and has nothing at all to do with your region, nor does it restrict what you can use the Gather Information check to learn.

How useful...

Either I'm misunderstanding what you're saying, or you're out by 10 on all of those.

DC of 5 + CR, and you can get a 26 by taking 10, means you can hit a target CR of 21.

You are completely correct; I had forgotten to take 10.
