Which of the following is the correct way to handle earned faction card rewards that are duplicates of rewards previously earned on other cards:
1) You count as +1 goal completed for all cards, including both when calculating the effect of abilities dependent on how many goals you've completed AND when figuring out if you qualify for earning the next ability based on total goals completed (for each card).
2) You count as +1 goal completed for all cards, but only for calculating the effect of abilities dependent on how many goals you've completed. You cannot unlock new faction card abilities earlier via duplicate reward earning.
3) You count as +1 goal completed for all cards, but only for calculating the effect of abilities dependent on how many goals you've completed, and ONLY for the rewards you have earned duplicates of.
4) Something else that is not one of the above options.

From the rules sheet at front of the faction card download:
The number of goals completed is measured by those fulfilled on that card only—goals completed
on a different Faction Journal Card do not contribute to those on the first card.
Each Faction Journal Card provides one or more new rewards as well as at least one reward that appeared during a previous
season. If a PC would receive a duplicate reward that she earned on a previous card, she instead treats her effective number of goals
completed on all cards as though it were one higher. These bonuses stack—if she earned a duplicate reward on two season’s cards, she
treats her effective number of goals completed as two higher.

Yes. Which sounds like '1' to me. However, the wording in the example that follows the quote you provided sounds like it could imply '2' is correct. '3' was how I had thought it worked, and I'm not sure where that belief came from. Hence my question above. I'm looking to ascertain the correct reading of the passage you quoted. My apologies for not presenting the above quote in my original question as background, but phone posting is hard. :)

3) If a reward on the Season X card is the same as the Season Y card AND you have completed enough goals on each card to independently qualify for that reward, then when calculating the number of goals completed for that reward only take the higher number and add one to it.
For example if you have completed 5 goals on a Dark Archive Season 7 Faction Journal Card you gain the "Archivist" reward. (Apply a bonus to knowledge or linguistics equal to half the goals completed.) Half of 5 is 2 so you gain a +2 bonus when you use the ability.
If you have also completed four goals on the Season 8 FJC you have received the "Archivist" reward again. So now when you use the "Archivist" ability you can add one to the number of goals completed. 5+1=6. Half of 6 is 3 so you get a +3 bonus.

2 would make feel better than 3, simply because some of the duplicated abilities (I'm looking at you, Liberty's Edge) don't depend at all upon goals completed, but 'makes me feel better' isn't exactly a good method for interpreting rules.
Scarab Sages also has one that isn't dependent on goals completed (+4 Con for determining when you die of negative Hit Point damage). It's probably best they don't stack.
I'm waiting impatiently to see if Season 9 has the same reward at four goals.
