Well, yes and no. Operative's Edge grants a +1 insight bonus to initiative checks and skill checks at 1st level. So, yes, you get +1 to all skill checks, but that doesn't stack with other insight bonuses, most notably those granted by the Skill Focus feat, which every operative gets to two skills (depending on your operative specialization) for free at first level.
Additionally, the bonus to skill checks won't stack with the Skill Synergy feat (depending on how you apply the feat), some 1st level skill boosts of other classes (if you choose to multiclass), and a couple spells.
So yeah, Operative's Edge is not a typo, and it is pretty good, but it's balanced by the fact it's difficult to stack skill bonuses from a bunch of different sources. Being competent at many skills is certainly an intended design aspect for the operative.

I'm not so sure. Operatives still get the benefit of taking 10 with skills they have Skill Focus in. I read the dev comments to mean that the change to an insight bonus was intentional.

This Insight Bonus is confusing. I understand that if I have a Skill Focus feat from a specialization (Ghost= Acrobatics, Stealth) then you don't get the insight bonus.
Does it apply though:
1. If you take a rank in the skill?
2. If you have a racial bonus to a skill?
3. If you have to have training to use the skill (i.e. Computers, Mysticism, etc.), or rather does it only apply to skills that can be used untrained (i.e. Survival, Piloting, Diplomacy, etc.), or does it apply to both?

I think you're under the impression that if you have Skill Focus in the skill, you just DON'T GET the Operative's Edge bonus? This is not true. You still get the bonus, but because it is an insight bonus is doesn't stack with the insight bonus from Skill Focus.
Insight bonuses do not add together, you just take the highest one. So at first level your bonus from Operative's Edge will be +1 whilst your bonus from Skill Focus will be +3; they don't stack so you just take the higher (Skill Focus' +3). However, later on (at 11th level, to be precise) the Operative's Edge bonus will be greater than the Skill Focus bonus and so you'll use Operative's Edge instead.

So an Operative with the Ghost Specialization would get a +1 insight bonus to all skills except Acrobatics and Stealth at level 1? Regardless of any other bonuses, except if Skill Focus or Skill Synergy was taken as a feat?

This is a highly misleading statement, and probably not how things are gonna go. It's true that, when Operative was designed, this was the case, but Mark Seifter (who dropped this tidbit, due to having designed the Operative Class to start with) was not involved in the later design stuff for Starfinder, so it having been changed is not only possible but likely.
I wouldn't assume this'll get changed in a FAQ.
