How do you summon a Phantom as a spiritualist?

I am playing the spiritualist soon. and I got confused on how to fully manifest it, cause Etheric Tether says it forces it to manifest but it doesn't say anywhere I see if that a swift action or not or if it doesn't work like that. If so do I really have to spend a full min to always manifest it? Cause in the thick of combat that can suck.
