I think the time and alignment references in the rules are so that GMs have them in mind for special options they want to create as part of an adventure, but they didn't want players to have options to create them.
The intent with a permanent mindscape is apparently that you can use Mindscape Door to enter it from anywhere at any time once you've visited once (like during initial creation). That lets it serve as a meeting place, if a player could create one with time traits they might be able to pull spell preparation/sleep time shenanigans when they sleep there before returning to their body. The alignment thing would let you have an advantage in negotiations, or further weight things against enemies during a normal casting of Greater Create Mindscape, which already puts them at a huge disadvantage.
