Suppose you summon an outsider, and then store them in a magical tattoo using tattoo attunement. Then you cast Transfer Tattoo to transfer the tattoo to another PC.
1. Can the other PC call forth the summoned monster? Is that a property of the tattoo? or the feat?
2. If the other PC does call the summoned monster out, does it obey him or you?
3. Does transferring a tattoo this way allow you to then convert another summoned monster into a tattoo?
I think the questions fall firmly into the crack that is "unforeseen rules interactions", and the answers will depend on which DM you ask.
Were I the DM, I would first ask you if you had any specific uses or scenarios in mind. Absent any such thing, I would probably use the following rules of thumb, 'cause they seem like they would be the most fun:
1: The other PC now controls the functions and enjoys the benefits of wearing the tattoo (for example energy resistance if original PC with Tattoo Attunement also has the Tattoo Transformation feat).
2: If the monster is called forth, it obeys its original summoner by default. But if the tattoo has been transferred to another character via Transfer Tattoo, and that character calls forth the monster, he can attempt a Spellcraft check as per Tattoo Conversion to take control of it.
It might seem iffy to steal a function from a level 15 feat, but until the original summoner takes that feat himself, he can (as far as I can tell) only do this trick with monsters he himself has summoned, or monsters that other casters with the same feat line have already turned into tattoos. In order to actively go around stealing summoned monsters, whom their original summoners have not already turned into tattoos at the time the PCs encounter them, you would still need to take Tattoo Conversion yourself at level 15.
3: I'd borrow a principle from the alchemist and say that you can only maintain one such tattoo at a time, no matter who's carrying it around. It seems too cheap resource-wise to enable a 1st level spell slot to multiply the functionality of the feat in that manner.
