I know that the first level of the Emerald Spire is an Evergreen, and that it is categorized for the 1-2 level range. I thought I read somewhere that you can only gain credit for it on a 2nd level character once. Is that correct? If so, where can I find the documentation for it.
Also, if I played it once as a 2nd level character and then GM'd it, could I apply a GM chronicle to a 2nd level character? Basically getting to do it twice, once as player and once as a GM.

It's explained in the Guide to Organized Play. Just search for "Evergreen".
You can only receive credit for a 2nd level Character:
1) once as a GM
2) once as a Player
3) with a GM Star Replay
4) with one of those new "replay a single scenario" Boons I've heard ppl talk about
5) once as a GM in CORE
6) once as a Player in CORE
7) and maybe some other way in the future

All Tier 1 and 1-2 adventures can be replayed an unlimited
number of times with a 1st-level character for credit.
The Tier 1 and 1–2 adventures can also be played with
a 2nd-level character once for credit in each campaign
mode (Core and Standard Modes). GMs receive another
Chronicle sheet each time they run one of the Tier 1
and Tier 1-2 adventures, but can only apply a Chronicle
sheet to one 2nd-level character per adventure per
campaign mode.
