Can a Brown Fur Transmuter get the Idealize arcane discovery and should they?

Brown Fur Transmuters get an ability that can boost the ability score bonuses of certain transmutation spells. Idealize does the same thing, but for wizards. Neither of them are typed, which means they can theoretically stack on top of each other.

However, in order to get Idealize on an arcanist, you have to use the arcane discovery exploit, which requires that you have an arcanist level that's roughly double of what the desired arcane discovery requires. Since Idealize is a 10th level discovery minimum, you can only get this at 20th level. The last natural arcane exploit you get proper is at 19th level. You can't get it through your last feat, either, since it also occurs at 19th level.

My main issue is this: considering how long it takes to even reach that high of a level, should it even matter? Somebody could have spent a very long time with that character, and the difference between 9.5 and 10 can be fairly forgivable. On top of that, if there are any plots involved, it ought to be reaching the grand finale, making such bonuses not only thematic, but almost necessary for the upcoming challenge.

But even if you could, should you? Both of the abilities mentioned above scale with level, and at 20th level, both of them double their bonuses. For explanation, both of them add +2 to the ability score enhancement. At 20th level, this bonus effectively quadruples into +8. For spells such as the Form spells or any Mass Ability Boost spells, you could have obe gigantic monster on the field or a veritable army.

... By the way, stuff like Beast Form and Form of the Dragon are affected by this stat bonus increase, right?
