The bloodrager can cast the spell, but it won't prevent fatigue.

Ending a bloodrage causes fatigue. That the bloodrager has an active Rage spell does not prevent the end of the bloodrage itself from creating fatigue.
The last sentence of the Rage spell means that the Rage spell itself causes no fatigue afterwards.
