AFAIK, it's not really covered in the adventure.
Captain Vadrack can plane shift once per day, and the Bloodwind is a folding boat, so if necessary he could carry the boat back and forth with him. However, I think it's probably best just to handwave the details.
If it comes up, say that the Denizens of Leng know secret paths from the Dreamlands to the material plane. The whole to-do at Briarstone had a rippling effect across Ustalav, weakening the boundary between the Material and the Dreamlands. That's how Nestor Bindlay accidentally wandered into the enchanted forest. Creatures like Denizens of Leng know how to find these weak spots and slip back and forth.
At least, that's what I'd do.

My players used it to bribe the merchant in Celephais (after I scared them senseless by hinting that it's sinister masters on the moon might recall it at any moment, stealing them away along with it)

Awesome, great idea. I've got time to prepare, we start book 3 this weekend.
