I was in a game the other night and ended up going head to head with another player to get a book. That player was a Rogue Shadowdancer. I am a full rogue. I grabbed the book and went running at full speed with it not having any restrictions to my speed. She was out of position and sent her Shadow to follow me. Now my question is this since a shadow has a speed of 40 listed as its base could it keep up with a character that is running flat out at four to five times his base speed?

A shadow can use the run action as well, so yes. Assuming the character has a base speed of 40 or less. A "running" shadow would move 160 feet/round. I say "running" as it isn't actual running - the shadow flies, not walks. But the run action doesn't put a limitation on movement mode.
Even better, as the shadow is incorporeal, it can just pass through any obstructions that a normal character may need to navigate around/through. And it can't get tired and can keep running indefinitely.

Ok. That answers that question. After it was done the question arose of the shadow could have kept pace or not. We weren't sure if it could use the run option as well.

Unless there is a rule that specifically prohibits it, monsters and PCs use the exact same set of rules. Anything a PC can do, a monster can as well.
