It has been unofficially errated:
Change the first line of the Benefit to: “Whenever you cast a 1st or higher level spell while you are maintaining a bardic performance..."
Before it was any spell level.
James isn't the rules guy and he admits it so you can officially till cast any spell.
He admits: "That's not errata. If anything, it's a FAQ candidate."
I mean he says you heighten and magical lineage:
"I wrote most of the traits in the APG, including magical lineage, and as the author of that trait I would recommend that you go ahead let it work with Heighten Spell."
Very few DMs allow that.

Spell Warrior Skald example:
Lets say your allies has used a "once per Rage" Rage Power the "weapon song" granted them and thereby ending their weapon song effect (no fatigue).
You then cast a 1st or higher level spell and use a swift action to change the weapon song to ex. "song of strength" or a bardic masterpiece. Next round you could switch it back as a swift action again starting a new weapon song.
At level 13 you could just end weapon song as a free action and start it again as a swift action in the same round with no need to use Harmonic spell.
