I was thinking of hiring a spellcaster to put Continual Flame on my Gnome Cavalier's sword (or his pants, because he's a habitual liar). However, he is low level and wouldn't normally be able to purchase a non-standard item worth 110gp. So I was wondering, are spellcasting services subject to the fame restrictions on purchased items, or are they always available?

Yes, absolutely they are available. There are 2 reasons for the yes. First, the major use of spellcasting services is to get raised from the dead. A large amount of the time this would be impossible to do if the fame limit was in place.
Second, in the Roleplaying Guild Guide, "Spellcasting Services" is under its own heading, and has its own rules, separate from the item purchases. That section begins:
You may hire a spellcaster to cast a spell using the following rules.
The rules that are then listed do not include the rules from item purchases. It's a different set of rules, with no fame requirement.

One thing to keep in mind using those rules, you can't pay to have a higher caster level.
Not exactly true, per this FAQ there are a small number of spells you can pay to have cast at higher caster levels.

True. Continual Flame is not on the list and that is what the OP was asking about.
