clarify Reckless Aim feat?

1. Can a non-Tiefling use the Reckless Aim feat, if they meet the prerequisites: PB Shot & Precise Shot?

The introductory paragraph to the feats section in Blood of Fiends states: "At the GM’s discretion, other appropriate characters [Non-Tieflings, I'm assuming] may make use of some of these new feats."

2. Is the Reckless Aim feat PFS legal for a human gunslinger to use, provided they already have PB Shot and Precise Shot?

Anyone know if PFS has a stance on this?
I know the feat was a bit vague in its wording, but I'd love any clarity y'all can bring.

2) Is the feat on page 24 or 25? If it is, then it's legal for PFS play presuming you bring the appropriate supporting paperwork (including the current version of the Additional Resources pdf);
