I'm thinking of trying something different for the first result to introduce an antagonist earlier. How about having the high priest of Asmodeus come into the market square accompanied with a high-powered retinue and say to the shocked gathering, "The disruption and chaos will not be tolerated. You have forgotten your place." Then he does a negative energy channel, killing many and intimidating however many the Inquisition roll indicates for lost supporters. After they die, in the shocked silence before the panicked fleeing, he says, "I will see you at Temple, yes? Do not be late."

that's kinda contrary to the whole point of Barzillai's plot.
he's trying to get people onto his side - having the high priest of asmodeus show up and openly massacre a bunch of innocents is completely contrary to that.
it's the entire point of the DANCE OF THE DAMNED that the tyrants are trying to pin the bad things on the good guys.

here's i mean... it's a cool kinda random encounter starter in book 4 - the PCs are clearing out neighborhoods, and they are prepping for an assault on the Temple... they go into the marketplace, that's just vibrant and people are out doing business and it's joyful - the end is in sight... the Silver Ravens have pinned the hated enemies in the Temple...
And this last jerkass shows up, channels negative, kills a bunch of randos, and challenges the PCs.
They fight, and when it's over... the Bells start tolling...
but that's late in the AP.
open massacre just doesn't happen until book 4 though (even in Dance, Thrune's trying to put on a show).
