Skinwalker & Mooncursed Barbarian: How do they interact?

I've been staring at a potential Mooncursed Barbarian and I was wondering if the Skinwalker's Change Shape (Su) racial ability would stack with the Mooncursed Barbarian's Shifting Rage?

As I understand it, Shifting Rage is a Polymorph effect via Beast Shape, but the Skinwalker's Change Shape ability does not specify that it is a Polymorph effect.

Is it possible for a Skinwalker Barbarian with the Mooncursed archetype to enter a Shifting Rage, lets say as a Tiger, and then use Change Shape to gain the benefit of additional Natural Attacks? Example: A Ragebred Skinwalker Mooncursed Barbarian uses Shifting Rage to become a tiger and then uses Change Shape to gain a Gore attack. Is this RAW and legal?

Change shape always functions as a polymorph spell—it says so in the universal monster rules for Change Shape in the bestiary. Skinwalkers would fall under the "unique forms with special modifies and abilities" clause described by change shape, just like actual lycanthropes do.

In short, skinwalkers do not buck the tendency for natural shapeshifters to be underwhelming when given shapeshifter class options.
