I've seen it twice name, same girl to, both times while looking for pc races for pathfinder, or at least images of pc races.
Looks like a lamia or some close kin. Lamias are definitely not playable races without GM permission.

It's a lamia. You can take the form of one with the monstrous physique spells, or as a metamorph alchemist. You normally can play one though, unless your gm allows you to play monsters.
More specifically, that's a lamia harridan. (And the picture in question is a specific harridan from the Spires of Xin-Shalast.)
And yeah, you aren't going to be playing one.

I'd love to do something like this, but they don't seem to have rules for tauric creatures, either quadruped or snake body races.
