The Sirocco spell creates a powerful, hot wind that can knock people prone and inflict fire damage. It has a duration, so the wind persists for a short while.
Shouldn't the Sirocco also have other effect of high winds, like giving penalties to ranged attacks and fly checks? That would seem to make sense.
And at what wind speed? On the top of my head, I would say hurricane, judging by that they can knock people prone.

Rules wise it does what it says, nothing more, nothing less.
As for what it should do, that is a question that the rules can't really answer, if it helps though, it does say it is a blast of hot wind, 'blast' implies a very short duration so given that the spell has a fairly good duration, it probably generates multiple blasts of hot wind rather than a steady blow.
That is really irrelevant to the spell effects, but if it helps you conceptualize it then great.

Sounds like it would be pretty constant throughout its duration to me.

I don't think the dictionary definition of the word has any relevance to the spell effect.
