Permancy on Owl's Wisdom

Can the spell Owl's Wisdom be cast on a character and made permanent by the casting of a Permanency spell?

As written, no. However, a headband of inspired wisdom +4 is effectively a permanent Owl's Wisdom.

Not unless the GM specifically adds it to permanency's lists of spells it works on. If they do they should require enough diamond dust that this isn't better than a slotless headband of inspired wisdom.

Owl's Wisdom does not appear in the list of spells that Permanency states can be made permanent.
However, ask your GM, because the last line of the Permanency spell states "The GM may allow other spells to be made permanent." but I wouldn't count on it. You'd probably be better off with a slotless item or some tomes.
