Noticed this item wasn't individually for sale in UE, was only included in class kits. Is there a way to purchase the separately?

It's in the Equipment chapter of the CRB, under Tools and Skill Kits, for 5 gp.

EDIT: It's actually in the same category in UE. Maybe you were looking in the wrong list?
