If an alchemist throws a Ghast retch flask do they add their alchemist bonus to it for damage, even though it normally does NOT do damage? Does that rule require the item do damage?

It does not do any damage, from what I can tell.
All alchemists gain the Throw Anything feat as a bonus feat at 1st level. An alchemist adds his Intelligence modifier to damage done with splash weapons, including the splash damage if any. This bonus damage is already included in the bomb class feature.
This ability applies to damage done, none of which would be with a non-damaging alchemical item.
