Unsure as to the intention/ramifications of the "When Permanently Closed" text.

Does the text allow you to have essentially two different role cards' powers?
Or does it allow you switch roles?
Can you now use either side's powers in future encounters?

What was the intention behind the text?

I think that it was already clarified that it permanently change the role.
