Some gear has good and bad effects to it, one of the most well known being smoked goggles. In these cases most PC's don't keep them equipped at all times.
As such how long does it take to equip "easy access" (rings, necklaces, goggles) slotted items?
It takes a move action to retrieve the item to start, then is it just an addition move under the manipulate item rules or is it something else?
Also what are the actual rules on "quick-equipping" items. For instance with the smoked goggles people want to keep them on thier forhead for easy access. I don't think this kind of thind can be done within the rules and therefore is not legal. (Especially for PFS)
Anything official I am missing on these things?

You are correct, it should be move to retrieve, and move to equip. As for the 'quick-equip' you are also right.
It would be reasonable for me to allow a quick equip from your forehead (or around your neck) to covering the eyes as a single move action, as it is still manipulating an item. However this would mean you potentially have 2 magical items in either that headband slot, or the neck slot which would mean you gain no benefit from the item normally in that slot. If someone wanted to wear smoked goggles in either of those places because they didn't have either a headband or a necklace, I'd say it makes logical sense and would follow RAW.

But would an item with a definite slot have any effect on another slot if worn there? Even if they did, they would not override or negate items that are already filling those slots.
Probably the easiest way to handle such items is to treat them as already retrieved but not equipped. It would be a GM judgment call as to how vulnerable a retrieved but unequipped item would be to falling off, as such items would by definition not be as securely placed as equipped items would be. In PFS, I am pretty sure that you can achieve something close to this state by having the item in question in your hand, although of course that would limit your options a bit while you are holding an item that way.

It may make logical sense -- I don't think it does -- but it's not RAW. Nothing in the rules text limits the use of non-magical items in slots.
And, of course, in the real world, I have ten fingers, so I can easily wear ten rings, and in fact, if I have both an engagement and wedding ring, I can wear multiple rings on one hand. Similarly, I can drape multiple necklaces around my neck until my neck gets tired; I can (and even have) worn gloves underneath gauntlets; wearing multiple belts is common enough to get its own page on TV Tropes.... you get the idea.

I didn't take the time to look up if smoked goggles were magic or not, by my post it was clear a simple comment that they are not magical as Gauss did would suffice...
Your reply comes across as wanting to spend more time bashing my statement then correcting it. I personally don't care if you have rings, earrings, nose rings, or anything else all over your body.
In fact if you adjust what said to accept that they are not a magical item, I'm saying that it will work , you could wear it on your forehead or around your neck even if you have magical items there since the goggles are not magical there is no negative magical interaction.
However the same would not be true for a magical item, as you would then run into the situation I was calling out where while you can wear as many magical items as you like in any slot, adding a second magical item has no effect and stops the first item from working either.
