Unusual Location Closings

When permanently closing a location you're not at, such as after defeating a villain who moved you or by Activating the Sekrepheres, does the When Permanently Closed power still take effect (such as discarding, burying, drawing, or summoning cards) and is it the character who performed the action that resulted in the location closing (such as whoever defeated the final Sekrephere) who resolves those powers?

Yes and yes. They happen in exactly that fashion even if you don't move as well.
