Spell Like Abilties, Special Attacks, Special Qualities, and Templates.

So. Fell down a rabbit hole trying to make a construct wiznerd. Best way I could do it was with templates, and I enjoyed the concept of Waxwork Creature templates. However, I wanted to keep spell-like abilities of the monster and here is where the problems came about.

Universal monster rules list Special attacks and Spell-Like abilities as 100% different things. This is the basis of my argument.

my opposition sites Ability Focus feat on several bestiary entries on SLAs.

Overall the argument boils down to, Specific trumps general, but does that mean in general, or just those specific cases? aka does Ability focus:SLA on several creatures specifically make SLAs special attacks in general, or does it make SLAs special attacks for those specific creatures.
