The scenario text says "insane members of the maftet tribe blind themselves" but all the henchmen pictures have eyes (the villain does not). No question here, just pointing that out.

So, the Henchman are sane and have yet to succumb to the madness that has overtaken their leader.

Or maybe, just maybe, the Henchmen are not insane enough yet to remove their eyes. They are working up to it and if you kids and your damn dog would leave them alone they could get on with going crazy and gouging out their own eyes.
