Elder thing: not without access to some sort of special summoning.

Dart gun from the tec guide: no. May be on a chronicle sheet somewhere though

raining arrow: yes. And is available in arrows, bolts, darts, halfling skip rocks/slking bullets and shiurken.

BNW, this is a chronicle thing from a high level module, the naming of which would, obviously, spoil certain things.

I really hope the item parses the way its written because I want an elder thing dart gun.

Sadly, it is a dart gun created (and used) by Elder Things.

It is *not* a dart gun that uses them as ammunition...

...although that would be thoroughly terrifying, if it existed ;-)

No that's still great in my book. I thought the question was," Are Elder things, dart guns, and arrow raining legal?" I don't need to know anything more because it will never live up to my imagination.

That would be quite terrifying as well.... We have a 20% chance of cold iron with high winds, with later tonight having a 10% of adamantine showers and a chance of chained lightning.
