...do you add 1 ability point each 4 HD, even if the template doesn't specify it ?

For example the gigantean template (advanced bestiary, 3pp, but just an example..., my question is about all templates) enable the brain ooze to go from 10HD to 60HD (and freely add STR and CON points, remove DEX points).
Do I have to add 12 points to abilities ?

Yes. Monsters gain feats and increases to their ability scores when they gain additional HD, just like PCs. This from the Adding Racial Hit Dice section of Monster Advancement.

A monster to which the zombie template is applied, gaming additional HD based on its size, should gain ability score increases at 4, 8, 12 ... HD (though no feats, cause zombies are mindless).
