Over the years the question as to whether or not power attack applies to rend has been argued about over the years. PFS has made it's own ruling about rend in general (avoiding the discussion of Two-Weapon Rend specifically).
Has a non-PFS ruling been made on this subject? Is their a consensus among the community? Has PFS ever ruled on Two-Weapon Rend specifically?
