The party has an archery ranger, with a mythic tier 1. He picks up Sniper's Reposte as his path ability.
Sniper's Riposte (Ex) You're an expert at defending yourself while aiming a ranged weapon. You don't provoke attacks of opportunity from making ranged attacks. As a swift action, you can expend one use of mythic power to negate the Stealth check penalty for sniping for 1 round.
So, now he can fire within melee range without provoking. However, the environment is snowy.
Snow: Falling snow has the same effects on visibility, ranged weapon attacks, and skill checks as rain, and it costs 2 squares of movement to enter a snow-covered square. A day of snowfall leaves 1d6 inches of snow on the ground.
Rain: Rain reduces visibility ranges by half, resulting in a –4 penalty on Perception checks. It has the same effect on flames, ranged weapon attacks, and Perception checks as severe wind.
Severe Wind incurs a -4 penalty to ranged attacks.
The question being asked: If he fires a ranged attack, while adjacent to his target (Essentially melee ranged), does the attack roll suffer the -4 penalty? Is there any ruling that covers this odd corner case, or do we tell him that RAW says yes?
