Follower vanities, low charisma and my own island

My current main character in PFS has a terrible charisma score (I tanked it to 7) which means he may only have the minimum of one follower. Does the Coastal Island vanity allow him to have 3 even with how low his charisma is?

Yup.

"Owning a coastal island increases the number of followers you can retain any one time by +2."

You normally have a max of 1 follower, but with the coastal island you can have 2 more.

If it instead said,

"Owning a coastal island increases the number of followers you can retain as if your Charisma modifier were 2 higher."

then, it would not.
