Hello,
5 days ago (!) I contacted customer support by email.
I did not yet receive any reply.
Here's part of my email:
"Hello,
This week I've ordered my missing adventure packs for the Pathfinder Adventure Card Game, Skulls & Shackles. I'm very happy with it. However, I do have a problem: The Pathfinder Adventure pack No. 3; Tempest Rising consists of twice the same deck of cards. Perhaps through a packing error in the factory. I'm missing a lot of scenarios, locations, villains, monsters, etc ... This causes the deck to be useless.
Attached I send you a photo that clearly shows that I received the same two decks of cards.
Can you fix this?

I'm sorry to hear you got duplicate decks! You don't have a shipping address on your account so I don't know where to send them. Send me an email with your shipping address to customer.service@paizo.com (I can't find a previous email from you in our inbox), or add it on your account and let me know here, and I can get them shipped out.

thanks for your reply, I seem unable to edit my address in my account, it simply states: you do not have a shipping address...
But there's no way to add it, I'm using Chrome
In any case, I've re-forwarded my original email to the email adress.
Note that I've sent it with another email account as the one used in my Paizo account.
The title is: Wrong packaging: Adventure pack No. 3; Tempest Rising.
Maybe you can find it on my real name? Which is Joeri Winkeler

It looks like we sent a confirmation email for the order, and then another when it was shipped out, which was on the 10th. I'll go ahead and send another one just in case, but you may want to check in your spam folders just in case the emails are getting caught up.
