Missing cards from Skull and Shackles

Hi

I recently got the Skull and Shackles PACG and as i was opening it to see that everything was there i noticed that a lot of cards were missing. The box came without any of the base villains, henchmen, most monsters, locations, and any other cards that come in that first package.
