So, the Dual Weapons ability of the Mindblade archetype for Magus reads
Dual Weapons (Su): At 7th level, a mindblade can maintain two psychic weapons at a time or a psychic double weapon, though each weapon (or each end of a double weapon) has an enhancement bonus 1 lower than normal. Starting at 12th level, each of the two psychic weapons (or each end of a double weapon) instead has an enhancement bonus 2 lower than normal. When using two-weapon fighting with two psychic weapons or a psychic double weapon, the mindblade can use her spell combat ability as though she had a hand free. This ability replaces medium armor.
Am I reading this wrong, or does the penalty actually get worse at level 12 instead of better?

nope, you're not reading it wrong.
It's kinda illustrating the idea that you're splitting your mental effort between two weapons. It makes more sense when you outline the enhancement progression for two weapons.
A normal mindblade magus gets:
Level 6: +3 or equivalent
Level 9: +4 or equivalent
Level 12: +5 or equivalent
Level 15: +6 equivalent
Level 18: +7 equivalent
A mindblade employing two weapons gets:
Level 6(7, when the ability unlocks): +2 or equivalent
Level 9: +3 or equivalent
Level 12: +3 or equivalent
Level 15: +4 or equivalent
Level 18: +5 or equivalent
Basically, it's slowing down your progression. Fighting with two weapons never gets worse than a previous level, but it also gets better slower than fighting with one weapon. Does that make sense?
