(Sorry, can't remember spelling of twon that starts the 3rd chapter)
Party has defeated Hellion and recovered Kulgaras notes and someone else's notebook. Thy have put together the heavy handed plot that there is a 2nd AI out there and a major one underneath Silvermount. Part of the party idea is to trade the info to the Technic league for freedom or at least beneficial treatment of Torch. It's not truely stupid. The idea is "Unity is too powerful for us. If we can get the technic league and unity to fight each other we can defeat the survivors afterwards."
I need a wandering encounter with the technic league that casts them in a very bad light. I'm thinking of encountering the destroyed remain of a barbarian encampment and portraying it like an Indian encampment after Custers arm has come through... But I also want the party to be able to do something about it.
Any ideas?

Have they left Scrapwall yet?
In my campaign, after defeating Hellion the party returned to the haunted valley to search for technological items buried in the untouched scrap. They sold some to a visiting merchant who was really a Technic League informant (they had caught her trading in tech and had implanted a tracking chip under her skin). Thus, two weeks later, a Technic League team showed up to claim this new source of tech for themselves. Fortunately, the party had friends among the Steel Hawks who sent runners to warn them that the League had arrived. The party ran.
If they left Scrapwall, have they sold their technology yet?
My party had trouble selling their technology, since they no longer trusted wandering merchants. They visited the Tarnished Halls, a black market for Numerian technology mentioned in Pathfinder Players Companion: Black Markets. Nothing happened on that visit, but I plan on having the Technic League raid that market during a future visit.
As for your barbarian encampment, not all barbarian tribes live as raiders or as humter-gatherers. The Numerian plains seem a good place for nomadic tribes that herd cattle. Such a tribe might be willing to trade with the party, selling them beef jerky and enchanted leather armor, and then the Technic League shows up, shooting up the encampment, grabbing a runaway slave android disguised as a human, and stealing horses since their Overland Flight spell will soon expire. You will need a way for the party to help defend the camp, maybe simply embarrassing the Technic League into decent behavior (no abusing the women and children, etc. I don't want to list possible atrocities).

There is better way to persuade PCs not to do this like Khonnir Baine telling them from his experience probably scenario.First, players have much technological equipment which belongs to rightful heirs of Divinity,second- Khonnir knows power struggle in league,someone probably will kill them and try to use this book in his favor , third- league is not organisation with stable chain of command,deal with captain X could be invalid due to internal fights and assasinations.Remind them Sanvil.
But if this is not enough let them see frank horrigan-style annihilation of nomad barbarians encampment with use of myrmidons,battleguards and dozen of other robots which states they steal technological artifacts.If PC intervene they should be knocked unconscious due to specific command of execute only this tribe.They shouldn't win but feel overhelmed with military power of League. Lone survivor should wake them and tell not have any technology and this is probably punishment for rally other tribes for overthrow league from Starfall and few other stories about cruelty(not all are true) of some members.
