1-1B - Loot Card question

The reward for 1-1B says:

For the rest of the Adventure Path, when setting up each scenario, 1 player may temporarily replace 1 item in her deck with the loot Scale of Disguise. [...]

Does this mean:

1. At the beginning of each scenario, the party can choose 1 person to add the Scale of Disguise to her deck
or
2. At the end of 1-1B, the party chooses 1 person who from then on is the only person who can add the Scale of Disguise to her deck
?

Based on the wording, I'm fairly certain that it is #1, but I'd like be sure.
