Twisty passages clarification

Could someone please explain the 'During this scenario'

When you close a location, shuffle together the location cards of all locations that are not permanently closed. Then randomly deal 1 to each location that does not have a location card.

So after I've shuffled them and I deal 1 to each do I banish the rest? Or do I add them back into the location decks? If so, how would that work?

I'm a little confused. Could someone please explain.

You're rearranging the Location cards, leaving the location decks and the character token cards where they were. So if your locations were:

Inn (2 cards) - Valeros
Hills (3 cards) - Kyra
Dungeon (5 cards)
Throne Room (6 cards)

...and Valeros closes the Inn, you might end up with:

Inn (permanently closed) - Valeros
Throne Room (3 cards) - Kyra
Hills (5 cards)
Dungeon (6 cards)

Thanks. Your explanation makes sense. But it doesn't sound like what the card is saying. The wording confuses me. Thanks for replying and i'll play it your way tonight. Hope my characters don't die. Enora bit the dust in number 4.
