Oracle Curses from Blood of fiends?

Says they are legal in additional resources, but doesn't address if they are legal only for tieflings, or if legal for any Oracles.

The second in blood of fiends that they are found in, starts with this preface:

following new oracle curses and inquisitions are derived from a fundamental connection with some facet of evil, regardless of the user’s actual alignment. Though these features are particularly suitable
for tieflings, GMs can permit characters of other races
with appropriate backstories or worldviews to gain them
as well. Spells marked with an asterisk (*) can be found in
the Pathfinder RPG Advanced Player’s Guide.

Are these curses options for Non-Tieflings in PFS?

They are. Legalistic is particularly popular.

Though somewhere there's a statement from a previous Campaign Coordinator that they were intended to be race-specific, and that it got left out in editing (and since it was caught too late, they decided to leave it as is).
