I am looking for ideas for a pre-quest for Iron Gods. It would start approximately Day -2 of the official start of the AP, during Khonnir Baine's fifth expedition.
I am looking to write someting in the spirit of Pathfinder Society Scenario Intro 1: First Steps—Part I: In Service to Lore. For those not familiar with that scenario, the heroes go to different NPCs (They are some of the Faction leaders in the society, and perform (adventuring) tasks for them). Each task is roughly equivalent to an encounter of some kind (combat, puzzles, or investigation).
My goal for this pre-adventure are:
Any ideas you can suggest, would be helpful. :)

I downloaded the free Silverhex Chronicles, because it had one mission in Numeria. To quote, "Pathfinder Quests: Silverhex Chronicles is a series of [six] Pathfinder Quests designed for 1st-level characters. These Quests are designed for play in the Pathfinder Society Organized Play campaign, but can easily be adapted for use with any world." That seems a lot like the In Service to Lore quests you mentioned.
That Numerian mission, Crash, on pages 16-19, takes place near the Seven Tears River halfway between Torch and Hajoth Hakados. A Pathfinder Society Lodge is also in Hajoth Hakados.
Also on the Seven Tears River is The Tarnished Halls, a mobile black market for technology. The Tarnished Halls are too well-defended for 1st-level characters to challenge, but the criminal element that a black market attracts could provide a suitable challenge. Simply picking up a package from there could be an appropriate mission. The players in my campaign went to The Tarnished Halls last week and I will post details and NPC stats on this forum in a week or two.
As for Torch itself, Khonnir Baine would be unavailable during his fifth expedition and he would be the best person to give quests. The town council would be preoccupied with the extinguished torch and its effect on commerce. Maybe if Khonnir Baine or a council member sent the party on a quest before the torch went out, the quest could take them far enough out of town that Khonnir couldn't wait for them to return before he starts the expeditions. Khonnir seemed slow about organizing the third expedition and the fifth expedition, hence the other three expeditions rushed ahead of him, so perhaps he was hoping that the party would return in time.

Having downloaded it, you are absolutely right!
Perhaps if an important supply (or parts) were running low in the Crowfeather Palice? This would introduce them to Joram Kyte and Iven Lesky (and rumors 3 [headaches], 18 [ratfolk bandits], & possibly 8 [gremlins]).
The heroes could travel there, encounter the crash site & the Kellid raiders (probably Blood Gars given the location), continue to The Tarnished Halls to pick up the package, and then return to Torch.
That would, of course only be their first task. :)

On the other hand, if the heroes are sent to meet Blood Gar tribesmen to guide them to The Tarnished Halls (it moves, so visitors need guides), the Blood Gars could tell them about the crash site. They don't want a start a feud with the other tribe that guards the crash site, but they suggest that the party could raid the site without risking a feud. Maybe the Blood Gars already sent a non-Kellid friend to raid it and they want the party to rescue him. It is fun to have a good excuse why the higher-level NPCs don't get involved.

So, the ambush would be the Kellids trying to "betray" the party? Or remove the ambush and have something stranger at the escape pod site.

What are your PCs and their interests/goals/motivations, Lord Fyre? That might be a good place to start to figure out what small mini quests you might want to get them used to the setting before the expedition begins.
We haven't created characters yet.
But you do have a point, as this would help connect them to the people of Torch most relevant to them.
Though I still love, and plan to use Mathmuse's idea about The Tarnished Halls.

My thoughts were more like:
1. Players show up in Torch before the torch goes out. Khonnir Baine gives them a mission to purchase some filters from filter masks (timeworn is fine) at The Tarnished Halls using a letter of credit. He tells them where to meet some Blood Gar pirates who will take them to The Tarnished Halls in their boat.
2. The pirates tell them that The Tarnished Halls won't gather until two more days. However, they are worried about a non-Gar friend, a Ropefist Thug from Torch (page 44 of Fires of Creation),who was going to fetch some tech from a newly exposed crash site. The site is in Shaggy Boars territory, a minor tribe but one with an agreement with the Blood Gars, so they cannot head there themselves without causing trouble. They suggest that the party check why their friend is late and tell them the location of the crash site.
3. The party heads to the crash site from the Silverhex Chronicles. They can examine and loot it, but they encounter the Kellid raiders from the Shaggy Boars tribe on the way down. The lost Ropefist friend is unconscious and tied up in the raider's camp.
4. The party, hopefully with the friend, returns to the Blood Gar pirates and take their boat to The Tarnished Halls.
5. They can sell their tech from the crash site at the black market. They encounter some thieves at the market who attempt to rob them, and the Blood Gar guards who protect the vendors don't intervene. (The Tarnished Halls are marked as "violent".)
6. While the party is on this mission, the torch at Torch goes out and Khonnir Baine leads the third and fifth expeditions into the caves under black hill to investigate.
