Can it be disarmed? Not really.
Can it be avoided? Probably not so much if there isn't any other way up the hill/mountain/tower/whatever.
Sounds less like a trap and more like a hazard. I suggest looking at the environmental hazards and using them as a guide based on whatever saves and penalties you assess for your immense stairs.
In general, climbing 1000 stairs should probably pretty easy for adventurers who regularly travel on foot for 8 hours a day. If there are sections of particularly treacherous stairs, such as when the stairs crumble and fall away. Alternatively, if the PCs encounter an enemy while on the stairs, the encounter's CR might increase by 1 or more due to the adverse terrain.
