Legendary items questions

I have a player who is taking intelligent item and upgradable as 2 of his item abilities. So the question is can he use the upgradeable quality to give his item more of the intelligent item abilities without buying legendary item again? Ie he has bought animate with the first ability he gets, but using upgradeable can he then add the 5 skill ranks for the 5k gp cost?

You can only upgrade it in the manner it allows you too. Increasing it in any other way is not permitted.

Intelligence (and the associated abilities) are not part of the base magic item so are not upgradable.

So the only way to give his intelligent item more abilities is to get the legendary item ability and assign it's abilities that way?
