DESCRIPTION
This spell turns nonmagic liquids—including spoiled, rotten, diseased, poisonous, or otherwise contaminated drinks, tears, seawater, and similar fluids—into mead or wine of average quality. This spell does not prevent subsequent natural decay or spoilage.
Unholy water and similar liquids of significance are spoiled by tears to wine, but the spell has no effect on creatures of any type or on magic potions.
Creatures that drink the mead or wine created by this spell become sharp-witted and clear-minded, gaining a +2 enhancement bonus on all Intelligence- and Wisdom-based skill checks. This increases to a +5 bonus at caster level 9th, and to +10 (the maximum) at caster level 15th.
Does the duration indicate how long the liquid stays alcohol, how long the bonuses last, or both?

Wow, what sloppy writing. Since it mentions not preventing spoilage, I'd have to say the liquid stays alcohol indefinitely. Therefore it's either (1) the time the bonuses last after you drink it, with you able to drink it at any time, or (2) the time the bonuses last until (counting from casting), although they don't kick in until you drink. I'm going with #2, even though it's weird, because the former is too powerful for a 1st-level spell.

Tears to Wine
The spell is a non-instant spell, so its effects wear off at the stated time.
The line "This spell does not prevent subsequent natural decay or spoilage." implies it is forever wine/mead afterwards. It is not. But the original liquid it reverts to can spoil.
The line "Unholy water and similar liquids of significance are spoiled by tears to wine, but the spell has no effect on creatures of any type or on magic potions." ignores the fact that (un)holy water is a potion. It is priced less because the priests choose to sell at cost as a way of encouraging use.
Lastly, you get an enhancement bonus on skill checks, not the stat used for the check. So this stacks with things like Fox's Cunning and Owl's Wisdom.

Unholy water is not a potion. It is not brewed with Brew Potion (instead being created by a spell), and it does not duplicate a spell like all other potions do. Unholy water is a splash weapon, while potions must be drunk (or smeared on in the case of oils) to function.
The only similarity between unholy water and potions is both are magical liquids in a container. Besides that, they don't have any thing in common.
