Most prehensile racial traits let you draw items. Monkey Belt's prehensile tail mode prevents you to do anything requiring fingers. One could interpret this as 'complicated' stuff like crafting items, using tools and using Disable Device to disarm a trap or open a door.
What about plain old drawing items from a backpack? or hanging down from a tree branch? Both could be looked at as requiring fingers. The latter can be done in nature without hands i.e. by monkeys, so I'm guessing chances are most people would agree this one is ok, but drawing from a pouch, bag or backpack is less obvious.

Assume that if it's something you could do one-handed while wearing mittens or an oven mitt then it's probably reasonable. Also, assume there's things you can do while wearing mittens and oven mitts that work because you're still able to squeeze things between your thumb and fingers... so that isn't a fool-proof method, just a potential guideline for whether you should even think about it more.
Taking something out of a pouch or backpack, probably... unbuckling or untying the pouch or backpack, unlikely. Most monkeys or such can probably claw or pull open pouches with their paws but pulling stuff out, assume if they can get their tail around object or through a handle then they can lift it.
Pick up a pack of cards? Yes. Open a pack of cards? No. Cut the cards? No. Shuffle the cards? No. Deal the cards? No. Pull one card out of the pack? No.
Pick up a ring of keys or one key with their tail? Yes. Insert it into a lock and turn it? ...probably. Turn a door handle? ... Maybe if its easy enough to turn that someone with an over mitt on could do it.
Yes, some 'complicated' stuff applies. You don't 'need' fingers to play a piano, banging on it with your fists or forehead will work, so a monkey could 'play' a piano with its tail, maybe even be trained to sound out a tune, but since most actual songs require manipulating keys simultaneously or at least nearly so... technically I would say no to play a piano (I am sure training the monkey to play a song with its paws and tail would be impressive too). Same thing with a harp. Maybe you could bang a string, but plucking it satisfactorily would probably take some practice or actual skill (at specifically doing that task with your tail.)
There's just too many possibilities to list them all. So, you just have to be open and reasonable. Pulling an item from a pack is okay (how the pack is opened might need to be addressed). Grabbing a potion and using your tail to drink it also probably okay.... but how the potion gets opened is another story (screw-top? Cork?). Retrieving a scroll or holding an open scroll, fine? Unrolling and holding a scroll open that wants to curl closed with just a tail... probably trouble. Hold a hammer, maybe even tap the hammer against something? Okay? Use a pair of pliers or a lockpick? No.

For ease of reference in this discussion, here's how the tiefling prehensile tail language goes by:
Prehensile Tail: Many tieflings have tails, but some have long, flexible tails that can be used to carry items. While they cannot wield weapons with their tails, they can use them to retrieve small, stowed objects carried on their persons as a swift action. This racial trait replaces fiendish sorcery.
Here's how the kobold one is written:
Prehensile Tail: Your tail is especially flexible and strong, so you've learned to use it for both movement and simple tricks. You gain a +2 racial bonus on Acrobatics and Climb checks, and you can use your tail to draw a hidden weapon as a move action instead of as a standard action. This racial trait replaces the armor racial trait.
