Stealth and two move actions

Well. Can a creature use her move action and transform her standard action to an additional move action while using Stealth?

What penalty at Stealth would that incur?

Yes.
-5 if they take a full move, none if they move at half speed, same as any other move action stealth.

I'd probably only ask for one stealth check if they double moved, just to keep the game moving.
