I have the same issue. I click on the title, it seems to work, then reloads the page centered on the same title. But there's not a message saying to click back and it never starts the download. I attempted it on Firefox for PC, Chrome for Android and my android's default browser. All act the same.
Check this thread and these posts. Basically, it's technical difficulties affecting these two scenarios, and they're working on fixing it.

By the way, Sharaya -- the problem is not limited to those two scenarios. Other products uploaded this week seem to have the same problem, whether they are brand new or updates of existing products.

Yup, we are aware. The scenarios have been corrected in the interim to assist our volunteers who have games scheduled over the coming weekend. Our tech team is still investigating the root cause of the issue.

Still seems to be ongoing. I've got two PDFs with release/update dates of Tuesday and Wednesday and I can't get either of them to even get to personalizing, while my PDFs that were added or updated on the 25th download just fine.
There was a temporary fix for the PFS scenarios. The tech team is still looking into the root cause of the problem for the other PDFs.
And after some final tinkering and fixing, these should be working now!
